A well known issue that often confused us about bus-booking from Delhi to Manali route. Here is my opinion and suggestion by personal experience:
1. Prefer HPDTC (It has VOLVO Only): 9/10 (slightly better punctuality and service, they provide 1L bottle in comparison of 500mL from HRTC, cleaner than HPDTC[need more reviews])
2. 2nd HRTC VOLVO (HIMSUTA) : 8/10 : Leg-rest, seat inclinations and levers are simetimes jammed or in bad-shape.
3. HRTC TATA-AC (HIMGAURAV) : 5/10 . Please note, there is significant deterioration with comfort and leg-spacing, vibration in TATA-AC than VOLVO. Try to avoid to book seat 3,4 in Himgaurav, they have less leg-spacing in general than other seats. Best option may be 1,2 and 5,6, more leg spacing and you will always get the opportunity to open the window to Click without disturbing the front one)
5. Semi-deluxe may be avoided if travelling with family (or set you mind or visually check at ISBT before booking)
4. Regular check the site to get availability and extra bus in festive season or crowded season.
5. Avoid to smoke in hills (we often try to forget), especially in Kullu bus-stand.
Now, which bus may get 10/10. May be some private buses which are with sleeper plus WiFi + food+etc Please put your info to get aware about those including fare.
